Announcement of Feng Miao Long-term Vessel Commitment
Dong Fang Offshore – Announcement of Feng Miao Long-term Vessel Commitment 17th June 2024 Dong Fang Offshore has been awarded a charter for a newbuild Taiwan-flagged Commisioning Service Operation Vessel (CSOV) by CIP for the Fengmiao I project. Dong Fang Offshore Co., Ltd. (DFO) is pleased to announce the award of a new CSOV tender by CIP , which will be supporting operations & maintenance for the Fengmiao I project. The CSOV has already been ordered and will be delivered in the first quarter of 2027 from the shipyard, flying the flag of Taiwan. The award has been the result of a successful collaboration between CIP and DFO on both the Changfang & Xidao and Zhongneng projects, strengthening the long term cooperation between the two companies, and reinforcing the commitment of CIP in developing a capable, competent and genuinely local supply chain for the sustainability of the APAC offshore wind industry. The commitment made by CIP has also triggered the construction of a new vessel to be permanently based in APAC, adding to the pool of capable vessels, demonstrating the proactive approach CIP is taking in alleviating the global vessel shortage that is slowing the global rollout of offshore wind and reducing the dependence on the already stretched global supply chain supporting offshore wind construction. Once delivered, the new CSOV will create job opportunities for highly-skilled Taiwanese crew and professionals ashore to deliver high quality operations. The commitment ensures that Fengmiao I project will have a fit-for-purpose vessel to support operations, de-risking the project delivery. The CSOV shall be capable of support foundation installation, cable installation, turbine and balance of plant O&M. Polin Chen, CEO of DFO says "CIP was the inaugural charterer of the first Taiwanese construction support vessel, the Orient Constructor, and this new award of CSOV charter demonstrates the long-term investment and support that CIP has made into suppliers like DFO to develop us from a small local vessel supplier into an organization that can deliver large scopes to international standards. We look forward to delivering the vessel and working hand in hand with CIP to de-risk the project during the operational phase, helping deliver competitive green energy to Taiwanese households, while ensuring that the long-term logistics and access to CIP's offshore wind farms stays within the control of genuinely Taiwanese companies." "We have always understood the pivotal role Fengmiao I project is playing for laying a corner stone for the entire Round 3 developent in Taiwan," said Marina Hsu, CIP Regional Managing Director. "We've been shouldering the weight of establishing a well-functioning, competative local supply chain since Round 2, and we will keep doing so in Round 3, as it is extremely essential for Taiwan to achieve sustianble built-out and operaion of offshore wind projects which ensures the competetivness of the country's economy,"she added. Dong Fang Offshore was founded in 2019 as the first dedicated, pure-play owner and operator of wind farm construction and support vessels in APAC. DFO employs over 300 professionals in the offshore wind industry and is the largest non-government linked marine contractor in Taiwan. For further information about Dong Fang Offshore. Dong Fang Offshore – Cable Lay Conversion Update
Dong Fang Offshore orders key mission equipment for the conversion of the Orient Adventurer Dong Fang Offshore Co., Ltd. (DFO) today announces the purchase of a brand new cable carousel to be fit in the hold of the “Orient Adventurer”, furthering its commitment to deliver end-to-end solutions in the installation of cables for the offshore wind, interconnector and telecoms industries. The investment decision was made independently by DFO, is not tied to any specific project and represents a major investment in cable installation capacity for wind farms in the APAC region. The investment represents a continued commitment by DFO to invest in a challenging offshore wind environment in order to ensure that customers in Taiwan and the region have reliable solutions for the installation of power cables on offshore wind projects. The conversion works for the installation of the cable carousel will begin at the end of 2023, and can be completed within the first half of 2024. DFO have selected Huisman as the manufacturer of the cable carousel due to their track record delivering high quality solutions, and has an option from the same manufacturer for the purchase of a modular cable laying spread suitable for the installation of inter-array, export and telecoms cables. After conversion, the Orient Adventurer will be able to fulfill multiple roles across the offshore energy industry, including horizontal lay for fixed bottom offshore wind projects and telecom interconnects through its horizontal cable lay system from the built in carousel, vertical lay for floating offshore wind and energy projects through its vertical lay system, subsea installation and intervention works including the installation of floating wind turbine mooring systems utilizing its 250MT heave compensated crane and built in work-class ROV spread, and walk to work operations in harsh weather through an optionally-installed walk to work system. The Orient Adventurer is presently chartered to a leading offshore wind developer as a year-round walk to work vessel, demonstrating her capability to deliver productivity through both summer and challenging winter months, and we look forward to continuing this track record as we take on more complex installation scopes. Polin Chen, CEO of Dong Fang Offshore says “this investment continues our trajectory of commitments to deliver a sustainable local supply chain to support offshore survey, construction and O&M activities within the APAC region. We look forward to seeing our new investment arrive in Taiwan and start delivering real value for our customers”.
